My house has about an inch of material applied over the joint between the outer wall and outside paving. Its at a 45° angle and I'd say it's probably cement or a kind of mortar. It's starting to come away so was wondering if I need to replace it and if so use what?

It's mortar. Approx 4 parts building sand and 1 part cement mixed together with water and laid with a finger/pointing trowel. Take out all old loose stuff, dampen the area to be pointed and point in the new stuff (not when there's a frost due or it will crack). 24hrs to dry, try not to let it get rained on

Sounds like it has been flaunched which is usually done with sharp sand and cement. At least that is what I would recommend for that type of detail.
Buy a cheap pointing trowel and cut the point off so the end is the same width as you want the flaunching to be - makes the job a breeze.
I prime with SBR but do so neatly as it can leave a stain if you go outside the lines.

Grout (cementitious, which you can flow into gaps)
Mortar (sand and cement you can spread to joint building materials together and render over the top)
Concrete (sand cement and aggregate, to create a mass.)
Thats a summer job if ever there was one. Stand down for a few months.
