[Closed] Broadband not taking payment

Asking for a friend - broadband account was set up 4 year ago - bank details given to provider / installer (small local satellite based internet company).
Payments were never collected by provider and were not noticed by account holder.
Friend is wanting to increase bandwidth which has raised the issue - is he liable for 4 years of backpayment or can he spend his saved money on coke and hookers?

I know with power companies, assuming no foul play, like they simply failed to bill you - they'll have a very hard time trying to claim back pay for anything over 12 months ago due to some offgen/ombudsman rules or something, maybe a similar thing applies to telcos?
