Is there a way of attaching a lighting board to a bike rack without a towbar?

I.e. are there ones that plug straight into the electrics, I'm peruming all cars have the connections already under the bumper somewhere?

Ford fiesta (previous version), no towbar, number plate would be clearly visible (its on the bumper) but the lights up on the window frame would be well covered by the bike wheels.

No, you need the elctrics fitting. That doesn't have to be too expensive, depnds on the car & type of wiring fitted as standard.

bugger, and there was us thinking we'd done well getting a free bike rack off someone.

check your manual, there might be a towbar plug built in (as part of loom loom)
I used scotchlocks on mine (blue double connector with metal bridge), drill hole in boot, mate in to the rear light cluster wires with scotchlocks and zippy clip cable it somewhere - just need to buy lightbar and car side plug with trailing wire
** check manual - this may todger modern car electrics, this was an older car

The last quote I got for [u]supply and fix[/u] a towbar, a couple of years ago, was £165 so it can't cost too much to get a pro to just wire in a plug for you.
