Got the file onto phone (moto g/android) but I now can't figure out how to make it a ringtone; despite plenty of googling, it seems to be a bit of an obstacle.

ES File Explorer is your friend.
I've never done it before, but I thought I'd have a go and it wasn't hard. Synced a short mp3 clip using WMP (which put it in the "music" folder on my phone). Then went into settings/sound/ringtone - at the bottom of the list is a "music library" button, I clicked that and could select the sample I'd uploaded.
This is with 4.0.4 which is the most up to date official version for my phone (going to root it soon), so more recent versions might be a bit different.

Cheers but no such option. On 4.4.2 here. Tried internet suggestions of using quick office and some other bit of software, but no joy.
