when someone asks for your final price - do i assume scammer

No - its he same as asking 'is that your best offer' I'd have thought. Is that how an advert us worded? Could be that they've already listed it at a higher price but struggling to sell.

They don't want to pay your asking price - how low will you go is what they're asking. Turn it around and ask them their final price.
