i paid a guy for some goods via paypal. no ebay involvment. if he fails to send the goods, can i get my money back via pay pal?

As I recall, yes you can, so long as it wasn't a gift payment.

it's like a credit card - you can raise a dispute, state your case and see if they find in your favour.
it's not paypal returning the money - they just deduct it from the original recipients account.
