I want to create some stencils for Carbon-Spoon-Tech Inc's latest world beating project.

I had thought about creating files in some graphics package and getting them printed out, but as it's just an experiment and not needing repeated just yet, I guess I can hand-do it more cheaply...

Anyone know what kind of plastic would work, it's to cover stel and stiop it rusting, and also to cover pain and stop it being bead/grit-blasted off.

We make self adhesive stencils. (Paint mask) You can prep and area apply stencil then spray or roll paint over. Then when the paint is almost dry peel off the stencil. We se this method on curtain sided lorries.
Also you can get grit blast masking, grave stones are often made this way. It's a thick rubber self adhesive mask which works quite well.

Paint mask can be used with powder coat as well I think.
Both will only work on a good sound surface.
