Depends how big your bank is. The dji Phantom 3 standard is the best value. Actually, it's unbelievable value.

you can get hubsans with cameras - I have one. Camera is not great tho and does not stream to a phone

Ah, I see... Probably don't want to risk a £400 Drone then. Syma x8 series quadcopters is worth a look. They do streaming first person cameras and better non-streaming go-pro type things.

If you can afford a bit more, I'd miss out on the Phantom 3 Standard.it uses WiFi from the controller to the quad, which isn't as robust as the system used on the Advanced or Professional versions. But it is a bit cheaper, just understand why.

Ok, I'd look at the Hubsan range (as mentioned above). I've got a small one for indoors and it's great. They do a pretty good range but it's hard to keep up with new models.
I genuinely thought the OP was looking for something bigger. I was going to suggest the Reaper unless the ability to shoot Hellfires was not really required.

I'd sooner not post a link 'cos it'd be a bit like advertising. I'd second either Syma or Hubsan as decent budget options - ideally you want something with an SD card reader in the camera, rather than something just streams to the phone and records it there as it'll be flakey as hell.
Bear in mind that any budget option is going to have a fixed camera so footage is going to be extremely shaky whatever you go for, and that's before you take into account the fact that the camera itself is pretty rubbish. But then you can't expect that much from a drone that costs less than a GoPro.
For decent footage you need something with a gimbal, and there's not really much to touch the Phantom 3 for the money at the moment, in whichever flavour you decide to go for.

Having just done a course on this, probably still worth while having a look at regs, even for recreatioaal flying. To be fair most are common sense

You should also get permission from landowners for take off and landing.

Eldest_oab is rocking a Walkera 150(?) drone and Googles4 FPV headset. All in, with extra batteries it was under £400.
It is uber fast, he says stable but I crash it every time...He had it out this weekend in strong wind, it did well, just ate batteries at an alarming rate.
We have had to speak to neighbours - he can low fly on our garden as we have gained permission. For bigger flights we have three different fields he uses, without footpaths in. Be careful - it is easy to end up attracting people or launching too close to people and property. We also have empty countryside wider around Dunblane - he was flying over and around Loch Chon this weekend for example.
Me. I don't get why you stand outdoors and put a headset on with an annoying buzz in the sky....
Hubsan make loads of drones, from teensy little indoor ones to some fairly serious mid range jobbies. Pretty much anything will struggle in strong wind, I've worked with a chap who uses an Inspire a couple of times and even that can struggle with much more than a stiff breeze. The gimbal and GPS assist are pretty amazing though.
