I know its against ebay rules to pass fees onto the buyer.

Outside of ebay, such as an online shop or website providing a service, is this the same case? I've heard mention that it is against the Paypal Terms of Service to pass a fee to to the customer but I can't find mention of this so I'm not sure if people are confusing the ebay rules with the Paypal terms of service.

I'm asking as I pay a subscription each year and they always add the
Paypal fee to the subscription which I feel is a bit naughty.

Do they offer you an alternative method of payment for your subscription? (I mean the retailers)

Morally for me, if the person you are paying is just covering costs then it's fine. If you get into the Ryanair territory that unless you pay in African Diamonds delivered in person there is a huge fee then no.

I'm not worried if it is morally OK, (I don't think its OK if they are covering costs...as they say its a cost of 'doing business'. Paypal is easier for them as well as me, they would need to pay for a bank account that accepts large numbers of cheques.) I know they can add fee's for different types of payment (such as retailers charging extra for credit cards) but if its against Paypal's TOS thats a different kettle of fish, even if its technically legal, they shouldn't be doing it.

Maybe I am missing something but why not just build it into the price? I don't care what I am paying for, just how much it will cost me.

Our PP ToS say we cannot put a surcharge on for Paypal. So we average out the cost of credit card, bank and PP processing and add that to our cost of doing business. It's transparent to the customer and gets reviewed every now and then to ensure our ratios are correct. Seems the easiest way to me.

Then pay by cheque. Or accept the Paypal fee for convenience. Or use someone else.

Thats not the point IRC, I don't mind the total price I'm paying. I've never passed fees to my buyers, partly as ebay prohibits it, and I don't think a business should. However, I'm not going to raise it unless someone can find where is stated in paypals TOS.

Atlaz, can you tell me where in the TOS its stated?

I would not take pay pal fees personally as a seller but I am sometimes prepared to pay them as a buyer
Paypal offers all its protection to the buyer so why on earth should the seller pay for it?

As for via the subscription I would pay by another means personally.

I don't know if it a policy of paypal or something, but I have heard that everyone does it. The fees are quite high and therefore they add them to the price either they let you notice it, or not. The fees is one of the reason that many companies and buyers use alternative payment methods like paysafecard...
