We can't get broadband at our house so have resorted to a 3g simcard usb dongle plugged into a router which we then use an old ipad for surfing duties.
I did a speed check on my 3g Galaxy S4 phone & same agian in the ipad through router/dongle & the speed on the tablet was 0.3mb/s & the phone was 5 mb/s.
Given that they are both on the same network whay would there be such a huge difference in speeds?

Check what channels the wireless is using - same channel as the neighbours causes all sorts of issues....
An S4 supports DC-HSPA+, does your dongle? There are many types of "3G" not all as fast. What model's the dongle?
They would be different speed because the radios and antenna are likely different.
why aren't you just using the phone as a WIFI hot spot?
