I have two frames with 44mm headtubes. One - Specialized Enduro Comp SL 2008 and Two - Whyte 46.
I was wondering if either would fit a 1.5" steerer using a Nukeproof 44EEOS 44mm headset.

My bike which has a 44mm head tube fits a 1.5" steerer with that headset.......so yes!
If the frames have internal or zero stack headsets in them then you should be able to fit the nuke proof headset. Be aware some of the nuke proof headsets come with longer insertions than others that do not work with all frames.
so does than mean any relatively new mtb frame can fit a 1.5" steerer if the right headset is used?

Yup, pretty much. Integrated head sets are a no go. But internal/zero stack can be made to work.
Remember that you will be extending the Axle to Crown length by fitting an external lower race that may throw out the angles on the bike especially if you are using the 1.5 steerer fork to lenghten the trave on a given frame. And you will need a longer steerer tube to accomodate the extra stack hight of the overall headtube and headset.

One more question, it might sound stupid, but does a 44mm headset fit into a 44mm headtube?
The cane creek diagrams show that the minimum for a 1.5 inch steerer is 47.6 and the hope shows that a 49mm headtube is needed. So 1.5 won't fit into a 44mm headtube?

I believe NP now do a version with a 'shorter' insert section, so you no longer need to cut the headset down as per the link.
