When are they starting to build it and where will it be. A little bird told me it was going to be round crosscliff.

They've started building now. And your little bird is miles out.
The new section at Crosscliffe is part of the red that will be officially opened and used for SSUK09 going on what has been discussed.
The World Cup course is being built around the Adderstone area, the contractors are currently working over the road from the big field to the left of the skills park. They're trying to build a self contained course that doesn't interfere withthe existing waymarked trails from what I can gather. 🙂

Will the course be permanent then? Or just for the WC?

Think Col just hit it on the head 🙂

The course will be a permanent feature outside of the existing red route, in theory this means the red route does not have to be closed if there is a race event held there

Yes, you will get to ride parts of it if you have entered SSUK09 and it will be one of the first events to use it in anger, well kind of angry, maybe just a little annoyed 😉

Your little birdy info is actually just SingletrAction Volunteers building at Crosscliffe for improving the existing red route, as stated above.

FE/FC are financing the contractor work on the other builds for attracting major competitions. The FC have big plans for Dalby as a future venue for major competitions.

I've also heard/read that the future legacy from revenue generated at Dalby will go to developing Wharncliffe, but I'm not absolutely sure on that and things sometimes change from original intentions/statements.
