Unlikely, most windy days are westerlies. If you want to go kom hunting you're better of waiting till there's a strong northerly or easterly wind. Or get a ebike.

yes, if you want to use wind-assisted times as your motivation then go for it, personally I'd be happy with going for a ride because I like riding my bike. 😉
