Short answer is "Not really". I have seen a dude stuffing a too large tube into a MTB wheel as he had no option out on a ride. If a tube has folds or twists in it it will very soon puncture on the fold. Got him home and he correted the error.

yes it will, just fold it inside the tyre using common sense.
fitted many larger tubes in tyres and never had trouble with punctures in the manner of the load of bollox answer above.

I ran a 26" tube in a 20" BMX for about 6 months. During that time I did not have any punctures, but do remember having a nasty cold during this period.
