Just received my order of Mavic EN 321 650b rims for my conversion experiment. I thought they were 21mm, but they are 28mm.
I have the option of using these or the 19mm XM 319. I'm wanting to build a light all mountain style bike with 2.2 or 2.1 tyres. Can anybody advise me on which to go for, or go for something else in 21mm?

Sounds to me as if you're measuring the total width of the rim, the 21 mm distance is between the bead hooks.
For the riding you've described I would go for the XM319 (cross mountain) In preference over the EN321, however that would be my 3rd choice behind the stans arch EX and mavic XM719.
