Hope have stopped making them and are out of stock. Does anyone know where I might be able to get one? I have tried BETD without luck. Perhaps some foreign distributors might still have stock?

I think you're likely to struggle to find one.
Hope were out last year and BETD had one left (which is now in mine), and that was about it.
NOS Hope XC hubshell on retrobike might be your best bet, if one turns up.
