Wheel truing advice...

I have been given a wheel by a mate its a pretty decent wheel LX hub Mavic 317 rim with butted spokes but there is a problem. When I put it in the wheel stand to chase out a small wobble I spotted that the dishing is about 4 mm out towards the drive side. Whats the best way to pull everything back in line. Can I just loosen the spokes on the drive side and pull it across with the non drive spokes or am I better off loosening evrything off and treating it as if I was building up a new wheel.

what's the tension like? If it's a bit 'baggy' then just tighten the appropriate side...

It feels tight pulling 2 spokes together doesnt give much deflection and flicking the spokes gives a twang. I wouldnt like to put too much more tension on the non drive spokes. I think it has been assembled wrong it came on a new bike my mate bought just for the frame. It has only done a few miles as a spare over the last year.
