I'd be interested to know what led up to that incident, clearly the attacker is a nut bar, but something normally sets them off...
Looks like they knew each other to me; it doesn't look like a random nutter or fanatic attack.
ITN link suggests it's a baton - would have to be pretty stale if it's going to do any damage
