Normally ride 21" framed hardtail (26" wheeled) mountain bikes - being temted into 29er frames .... I'm 6ft4in tall!
Do I still need a 21" frame or would a slightly smaller one suit?

I'm an inch shorter than you and ride a 21" On One. Top tube is quite long so I run a short stem. I could ride the 19.5 frame, but I don't like a yard of seatpost out the frame at pedealling height.

you should be OK on a "large" Trek/ GF/ Chumba/ Swift/ 19.5 On-one/ 20" Kona
test ride first though 😉

go by top tube length not seattube. and go for something similar.

There isn't a 29er specific way of measuring frames. If you need an XL 26er you will need an XL 29er.
