when i remove my rear wheel, my rear mech cage rotates clockwise to about the 1 o'clock position,

im guessing some sort of spring tension is borked

can i fix it?

Sounds like the spring has moved. It can happen with a dodgy gear change. It's quite easy to take apart and relocate. Probabaly.

Cynic-al - I was going to say the stop, or perhaps the mech has slipped past the stop on the hanger? Although if that had happened I would think the shifting would be atrocious and unusable to begin with.

Mechs work fine when the stops are broken

+1, I can confirm this as my mech has a broken stop so I need to be careful removing the rear wheel otherwise it looks like and impossible puzzle with a mad chain twist....

otherwise its fine.

If it is the spring, pointy nosed pliers should allow you to grab the spring and relocate it where it ought to be.
