what is the best cheap cyclocross tyre for mostly off road use ?

Schalbe CX Comps are cheaper than the Pros, but the Pros are probably more suited to 100% offroad use. YMMV

on my HT mtbs i usually run a wider grippier tyre on the front. is this what people do on cross bikes ?
