Is tapered a size that is less than 1 1/8? Also how do I know by looking at a fork what type it is?

top is 1 1/8", bottom is 1 1/2".

The steerer tube, the bit that sticks out the top of the crown, is conical/flared at the bottom. If the forks are in the bike/frame, then look underneath the fork crown. If the hole is larger than it is at the top it's a tapered steerer tube.
