just watching the footage of the DH on Hafjell. Most of the riders seem to have one sleeve of their jersey as their flag. Is it UCI regs, or patriotic fashion?

I think it signifies that they are the reigning national champion in their home country.

National champs jersey innit.
It's like on the road but they only do the sleeve to leave room for sponsors etc.
