Do you reckon I could use track nuts on a quick release axle? Want to use half decent wheels on an old atb frame with horizontal forward facing dropouts...

its a no.

you could use a propper enclosed metal cam Shiamno lever. used to work fine on my DMR trailstar

Interesting. The other reason is for security - I'll be using it round town. I suppose I could get some locking QRs instead.

you can change the axel on old shimano hubs but you cannot run a nut on a QR axel - it only holds tight because the axel stops below the surface of the drop out.

The axle is too short. You could replace it with a longer one but it will probably be solid. On my old commuting fixie I tapped the axles and fitted bolts. Worked well

Ah yeah didn't even think of the axle length! I'll consider swapping the axles for solid ones.

Bolt up qrs are cheap as chips.
