I generally go with the external rim width. Once it's pulled down into the well of the rim it will be just flush with the base of the rim hook.
cheer the erto is 29 584, so from googleing its 29mm, my optionson tape are 28mm or 30mm
I thought i29 were 29mm internal. They have a pretty deep well. I think wtb recommend 5mm more than the internal measurement and do 34mm.
WTB recommend inner rim width +5mm.
WTB sell 34mm tape for i29 rims.

Stans do a 33mm width tape which should be ok. I just ordered some for the same rims.
Also its not essential to go wider than the inner width if you're not constantly changing tires. I used 25mm tape on some 25mm inner width rims 2 years ago and they are fine.
