Just got a SRAM GXP bottom bracket, its normal for this end bit not to be attached in any way?

Normal. It will do its job when you install the system.
Whether its a good thing or not is a matter of discussion but yep, they tend to do that.

It's a hyperglide cassette lockring tool.

EDIT; should have said to fit SRAM FORCE (ROAD) crank to a cross bike.
