Theoretically and put into simplest terms.

If I've gone from a small size frame, running a 70mm Stem, and now running a medium sized frame, would putting a 50mm Stem make things fairly similar to before?

I think so, in super simple terms. Reach etc would be similar, but steering leverage etc would be different

It'll be close as there's usually about an inch (25 and a bit mm) difference in TT lengths between sizes. It'll probably be so close as you can't notice but your weight will be further back and it'll steer better.

goign downhill, certainly. It may well become a bit wandery going up though.
