Do you need to use the platic tube that comes with external bottom brackets you know the one that fits between the two external bearing cases.

"Need"? No - it'll work fine without. However, it is there to provide a seal against water entering from the frame and you may find your BB life is shortened without it.

I drill a hole in my bb shell, pack my bearings with grease and ignore the plastic tube.
I suspect the seal would not be perfect and If yer BB shell is full enough of water for the bearings to be immersed it'd get into the tube anyway (and then may not all drain out again).
Bit like stanchion gaiters IMO
