I have noticed the paint on the spring for my rear shock has cracks in it and is also flaking in places. Is this a possible sign of being under sprung? Or just something that happens overtime?

Just happens over time, depends on the quality of the powdercoat used.

Cracked powder coat is a prime spot for some environmentally assisted corrosion fatigue cracking to initiate. If you've never had a spring snap whilst in use, I can advise that it is not best. Springs are cheap, might be a good idea to replace it.
