Please help out Mr. Confused...
My current wheels use <span style="text-decoration: underline;">Mavic E423 rims</span>. The rear is akin to a 50p coin due to various hard landings and flats etc.

Theyve got a depth of 21mm
Does that mean that if a find a better rim which is also 21mm deep I can reuse the spokes with the same hub - if so is there any wiggle room there?

You’d need to check the rims erd rather than just going by the depth.
But yes yes if you find a rim with the same erd you could reuse your spokes and just fit new nipples.
Best practice is not to reuse spokes but many of us have done with no issue
