so I’m building a carbon frame on a budget.
its 31.6 seat post, I have a carbon 27.2 post.
so is it permissible to shim carbon to carbon?

You need to be aware though that the effective depth of post inserted into the frame is just the length of the shim (as post below the shim doesn't contact the seat tube). The length of shim ought to meet or exceed the frame's minimum insertion requirement (on metal frames this was usually somewhere below the toptube/seattube junction).

A 27.2 seatpost in a 31.6 tube is not a good look

It might work, it'll be a pain if you raise/lower your seat post often.
