The stem on the OH's recent ebay (bargain) purchase is around an inch and a bit to long. Ok to cut down or just buy one? Hack saw if ok to cut?

I have never seen a seat stem
I seen a peanut stand
And heard a rubber band
I seen a needle that winked its eye

Assuming you're talking about a seatpost that is a bit too long to drop sufficiently, then yes, it should be ok to just chop a bit off the bottom...

*Edit; do you think that picture is big enough?

If it's alloy/steel should be fine to cut it down.

Easier with a pipe cutter but a hacksaw will do it.

File down the edges too.
