So just put new pads and cables on the road/commuter and now brakes don't work. It seems like the caliper has just stopped working. Anyone any ideas?

check the springs on each arm...

There is a little bit of rust and they do seem stiff alright. Time for new brakes or cant this be fixed?

You can usually strip down and regrease.
As for the brakes... 😛

I checked with my local consulting detective, and he agrees with me; you've done something wrong and so your brakes don't work. Ask someone who knows what they are doing to fix them.
