Repairing a hole in a tyre with tubeless set up

Running tubeless but got a small hole in the tyre that the sealant's struggling with (which I'm pretty surprised at as it's been great with any other puncture).

How best to repair? Can I just EvoStick a bit of inner tube over the hole?

That'll work- but the anchovy thing and correct tools save taking the tyre off.
