Would the top two mechs (28.6 and 34.9 + 31.8 and 34.9) fit a 34.9 seat tube? Just wondering because the 34.9 on its own is more expensive.

I think that they should do. I think you get a 34.9mm clamp with a couple of inserts to reduce it down to the smaller size.
