What I really want to know is do headsets come with carpets and blinds if bought in Berkshire? Maybe the van driver was in a hurry to deliver a missing crown race and just thought the cyclist would understand that kind of urgency?

I'd use a headset press, some threaded bar or a vice. Difficult to get the torque with a curry.

After 36 pages and 3 years, thanks to a delivery from Merlin I can confirm that a Hope pic and mix bottom headset does indeed come with a crown race.
Are you sure it wasn't a mistake? Maybe a crown race rolled off a shelf when they were packing your headset and no-one noticed.
