Just noticed that while my frame has the rack mount points at the top of the seat stays it doesn't on the dropout but there are small holes there as part of the detail. Has anyone used these to support a rack or is there another way to do it?

If they're in the right position (i.e. the rack doesn't foul anything when atached to them) and meaty enough then use 'em.
