The amount of head angle change will depend on the amount of travel and the length of shock. So a long travel bike with a short shock (as many older frames had) will get the most difference.
Something like a Foes with a 2:1 ratio will have much less difference to something with a 3:1.
At least I believe this is the case.
And I think that the offset bushes will compound your saddle problems

If you already don't have enough clearance, then I'd not be inclined to do something that takes away the clearance you don't have. You can fake it up quite easily though, just fully compress the shock (air out/spring off) and remove one shock bolt and see what happens.
Head angle reducing headset might be a better option.
There's also some model-specific considerations for bikes with fancy suspension curves, Last don't recommend them for the Herb frinstance as it messes with their linear-to-progressive thing. Though in practice, it might well be fine, it'll make it act differently to what the designer wants but that's not necessarily bad.
Headset not an option I am afraid as its just drop in bearings
What size is your shock hardware? I've got a couple of bits of Steamer kit that might be tweakable for yours, they sent me some wrong ones. (40mmx8 I think but they can be cut down)
I wouldn't recommend the Steamer kit btw- maybe it works better with 1mm offset but I went for the 2mm and the holes ovalised very quickly, I think the wall of the "tube" is maybe just too thin.
