I assume that *all* the levers on the bars are for brakes as there's a gear lever on the 4ft long steerer tube?

The wing nut looking things are Suntour Command Shifters. Actually a decent bit of kit pre STI.

Initially comic although that is so odd that i reckon there could be a good reason for that setup.

I used to see a fella with thalidomide and if you saw the bike without him on it then the setup was very odd looking. When he was riding it just looked like a very well thought out solution to his particular requirements.
