its the sticker that stops it rusting, its impregnated with a moisture repellant
How do you know it's 853? I'd worry so much I couldn't sleep.

If its 853 it will bounce back out again.
With 853 stickers you could completely cover the bike - thus preventing rust, or at least seeing rust

(and my new frame has one!)
The frame should be condemned on Health and Safety grounds. Send it to me for disposal.
