[Closed] Mudguard bolt nightmare!

I decided to remove my rear mudguard from the commuter / retro / towinig bike yesterday and a winter of grit and neglet had rusted though the bolt holding one of the stays on. The head broke off leaving the threaded part stuck in the boss. This means that I cannot re-fit the mudguard or fit a rack.

How the hell do I remove it?
