i need some mudguards for my commuter (26"). Want some that actually 'encase' the tyre to stop water flying everywhere rather than crud catchers.

Anyone got any suggestions for a minimal, cheap set?

yep another vote for sks, had some cheap halfords ones on before - they were okay but a bit rattly and didn't last.

get flaps on em as well - 4 quid difference in price at RRP but the flaps are great - keep feet well dry.

I've got some SKS and Zefal, I prefer the Zefal. Decathlon do a natty rear one for 26" which bolts to canti bosses and works really well.
