[Closed] Merlin Malt Seatpost size

Hi all, I am in the process of building a Merlin Malt 1. I have read that th seatpost size is 27.2mm, when I measure the ID of the tube it reads 31.5mm?. Is there a shim needed or can I fit a larger seat post?.
