Do I need them, or will I be ok to re-use the old ones? This is the first service, but the fork has had about 70 hours of use.
If I do need them, does anyone have 4 they could sell me? Don't really want to buy 20 of them at once.

Depends what state they're in. Any signficant damage, you'll need new ones, but generally I just spray them in isopropyl alcohol and squeeze a bit of the shite out before re-soaking them in oil.
Change them as even isopropyl cannot always get them perfect and sometimes they stretch
Q bikes on eBay will sell you the foam rings plus crush washers plus the oil in 50 ml
Again don't reuse the crush washers .they crush once only and again it's just not worth it not too.
