Which is the best quality/price option among these models.

Personal preference at that level, I'd probably take the cheaper, upgrade the damper in the fork and up it to GX/X0

Another option is to buy the 7.0 and when the group is worn out, put a GX with SunRace or a XT of 12S 
.
