I've got a phone running android kitkat,with Bluetooth 4.0 (LE),I've down loaded Strava,but i can't get the phone to pair with the HRM. I can get the phone to pair with the laptop,and the HRM to pair with the laptop,but when I try HRM with phone I get "unable to connect passcode or pin incorrect",but with no way of inputting a pin.It's winding me up,and Google isn't helping much either.
Mine just picked up the signal and no pairing was needed with any of my devices.
You don't need to pair it.
1. Start Bluetooth on smartphone
2. Put on the HRM (moisten the contacts first)
3. Start Strava app
4. Go to Strava settings and select 'Bluetooth Sensors' - select tick box for 'Heart Rate'
5. Go to 'Record Activity' on Strava app
6. Wait for the 'HRM sensor detected' message from Strava
7. See Heartrate displayed on Record Activity screen
8. GO!
That's what I did to get mine working on a S4 mini with Android 4.4.2
At first I did thrash around uselessly for a few minutes trying to pair the device!

With a HTC One M7 on Lollipop I see the same thing, detects sensor and claims to connect (in whatever app) but no BPM. HRM works fine on an iphone.
My connection was a bit flaky if the pads weren't moist enough - does moistening them a bit more help?
Had a similar problem with my phone (apple). Tried paring but phone couldn't find.
Started Strava but no HR data was being picked up. Getting the sensor nice and moist (s****) was all i did and seemed to work.
