The levers on the bike I’ve just purchased used are comically far away from the bars. The downside is that the lever adjuster only moves about 45dg in either direction and doesn’t actually move the lever.
Can’t find any advice on google other than videos that mock me by showing how easy it is to adjust the levers. Anybody know what the issue might be and how I might remedy it?

Sounds like they have gone beyond their limit - get some pliers in them and (gently) wiggle them about while turning clockwise, and you might be able to get them back into their travel...
