There's no way that's a real tube - it's either Photoshop, or some kind of bodge with plastic tube or something.

Judging by that brake bridge, looks like someone's modded an old gas-pipe frame - probably lots of short sections welded together
It looks a hoot. I like it. But wouldn't want to ride it.
? an old frame with a section taken out of the top tube and replaced with some easily bendable i.e. not suitable for a bike tubing.
I like that.

Everyone should have one...
Prob quite useful if you've bought a bike with too long a top tube tho
