I've a 2009 Gary Fisher X-Cal which came with Avid Juicy 3s. I'm quite a big fella and want/need more stopping power, esp. at the front. What's the best way to get this? Bigger rotors, different pads or a different brake system?

I'd try a bleed first, then some other pads , then bigger rotors F+R. If none of those improve the power, get some XTs!

Are they actually working properly? Easiest way is a plus 20mm adaptor and bigger discs but firstly I would ensure the brakes you have are working properly. Service the hydraulics and new pads from a reputable supplier

Assuming you've got 160/160mm f/r set up then swapping the front rotor for a 185mm (rotor and the appropriate 185mm Avid front mount IS or Post) would give you a big improvement. I'm 15.5-Stone in my riding kit and run 185/160mm set up on my Trail bikes and 160/140mm set up on my XC and commuting bikes. And that's more than enough braking.

I also agree with checking the brakes are set up / working correctly too.

Before new pads, also thoroughly clean the discs with pure alcohol.
