Can you identify it and the wheel manufacturer?

I wonder if they wheels are any better than the ones I broke on my BMX in 1982?

The frame seems to be a custom one made by a company called RaceBike who look to ne the Czech equivalent of Nicolai.

Those wheels deem to get a good review
